These components are bolted together. At the lower front end of the block there is an opening for a camshaft. This covers the top half of the engine. It has to be removed before the valve heads can be removed and cleaned. The valve heads are machined and a water pump is installed. The valve covers are screwed into the head. A belt drive will fit into the cover. The upper part of the head is usually welded on top of the block and held by two bolts that go from side to side across the top.

It is likely the engine was sitting in a closed space for many years. Air and other stuff has leaked into the cylinder block through the cracks. It is possible that one of the water hoses was broken and the oil was drained onto the cylinder walls. It is also possible that dirt and stones got into the block. Even though it may have been rebuilt and put back in a truck, it may not have been in the sun and rain and it did not get a road test. With no known problems, most mechanics do not give it a road test. If the engine did not pass a road test, it may better to replace the engine rather than doing expensive repairs.
