I would say they would probably go into effect in 2024 (I know that is already in the past) but there is a big chance that the changes would not happen until 2024. The thing that I dont understand is, how can they change the whole draft system, without taking a year off from the season? It makes no sense to me. I think it's easier to explain. You need a couple years of regular season play before you can start looking at the future draft class.
