I have worked at a dealership for 5 years, and I have never heard of a place where there was a contract for an hourly rate, per car. I have seen invoices for hourly rates.
It's probably a good idea to get references from your co-workers. You could also ask the dealership how much they pay their CAD guys. If the dealership can't tell you, then you can make a decision based on their answer.
