I haven't seen anyone comment on this, but it looks like it might be the case. They also mention that it will be backwards compatible with existing DDR4 modules.
I wonder what the downsides are? I can't imagine DDR4 being a problem for a large segment of the market as there are still huge RAM demand in many use cases, so I don't think it'll be a problem. The extra bandwidth might be more of an issue, but I imagine the new designs will be in high-end models.
You can always overclock it, or you can run it at a lower speed, but DDR4 is going to be cheaper and faster. You're going to see a lot more of it.
