If the garage tries to charge you for their time in repairing the car, they are breaking the law, which you should report them to the Trading Standards people, who will take action against them.

I agree that you should consider a refund for the 300 as it is reasonable for them to take 3 weeks. If they fail to make the refund, then you may want to pursue the matter through the Trading Standards.
